Our Background

Before 2011, Liberia’s youngest learners faced enormous challenges. There were no national policies supporting early childhood education (ECE), no standard curriculum, no child-friendly learning environments, and little to no qualified teachers or caregivers trained in early childhood development. Parents were often left out of the learning process, and children were frequently denied access to nursery schools simply because of their age.

Recognizing this critical gap, Liberia took a bold step forward. The creation of the Bureau for Early Childhood Education (BECE) at the Ministry of Education, the launch of the National Inter-Sectoral Policy on Early Childhood Development, and the passage of the Education Reform Act of 2011 laid the foundation for integrating ECE into the formal education system.

However, having strong policies is only the beginning. To ensure every Liberian child has access to high-quality early education—especially during the vital first eight years of life—a unified national effort was needed.

That’s where The ECE Alliance of Liberia comes in.


We are a coalition of committed early childhood education experts, practitioners, advocates, and partners, working together to turn policy into action. Our mission is to expand and improve ECE services throughout Liberia—ensuring that no child is left behind.

Policy Implementation and Monitoring

We work hand-in-hand with the Bureau of Early Childhood Education and service providers to ensure that national policies are not only implemented but monitored effectively across the country.

Capacity Building

We advocate for the recruitment and training of qualified ECE teachers and caregivers and support the development of age- appropriate, high-quality learning environments in every county.

Awareness and Advocacy

Through public campaigns, community outreach, and cross-sector engagement, we are changing perceptions and raising awareness of the critical role ECE plays in a child’s physical, cognitive, emotional, and social development.

Infrastructure Development

We champion the construction of dedicated early childhood schools and the expansion of child-friendly spaces in all regions of Liberia.

Global Collaboration

We seek to build bridges with other ECE alliances across Africa and the globe—sharing best practices, learning from others, and growing stronger together.
